Doesn't really matter, does it? Whether the company pays an extra fee (per day/week/rental/whatever), or National "includes" it as an inducement, it's still getting "paid for" - either directly, per rental, or indirectly through increased rental volume. If it's included in the contract, it's included in the contract.

In the OP's case, I am pretty sure that they said that their company had separate codes for business and leisure, and that the 'business' code had a lower rate and included LDW - while the leisure rate cost more & didn't include the waiver.

If it were me, I am fairly risk-averse and feel like intentionally using the business rate would be a poor value when you balance the few dollars of savings against the potential career-limiting opportunities of exposing your employer to financial risk or endangering their preferred rate - just so I could save a few bucks - well, it just doesn't seem like a wise move.
