That UC has been "coming soon" literally for years...don't count on it opening anytime soon. There are literally no clubs available for AS Lounge + members in that terminal at PHX. The last time I was there, I had enough time to clear security (twice) and walk over to the AC in the American terminal which was a decent lounge to spend a layover and have breakfast but that only works if you have enough time. Maybe someday AS will move over to the AA terminal....but yeah, don't hold out hope for the UC. I also think that the UC agents see relatively few AS Lounge members so you're at the mercy of their interpretation of access rules as I found out when I got denied entry at the UC in DCA which is supposedly a "partner lounge" there for Alaska Lounge + members.
