Hmm, I did a CTRL-F to search for it in the gobbledegook text that the OP posted, but I could have sworn it wasn't there. I do see the cancellations permitted language now. FWIW, I think many/most other airlines have virtually no text in the penalties section other than "changes/cancellations permitted" which of course makes it much easier to ascertain the refundability. These AA rules are an absurd mess. Like why are those "special emergency rules" still in there?? They're totally irrelevant now!
