Cabin/hand baggage allowance is always based on the operating carrier's policy. Therefore it's useful to look through the operating carrier's rules relating to this. From your post, I am assuming you are flying QR exclusively, here is the link:

Regarding checked baggage allowance, this is determined by what allowance has been ticketed by the marketing carrier (in this case BA). If it's business class booking, this is usually 2 x 32kg per passenger. Depending on your status, if you're Oneworld Sapphire or Emerald, then you may be entitled to more, however, this isn't always reflected within the booking itself and is something the airport agent usually does. I suspect this might be tricky and you may indeed end up having to pay at the airport based on the responses you've been given by both airlines.
