I was similarly scammed by Avis in Italy recently. It turns out that Avis has an option in your online profile that DEFAULTS to "please DCC me" and you have to know it's there and know to change it before your rental to attempt to avoid it. I don't know whether Hertz does something like this but it might be worth checking. If not, I've never had a credit card dispute over DCC denied.
