Have noticed the same thing. Not sure what the View Fares With/Without Surcharges links really do, since the results seem to always be the same. The YR amount is often noted in the fare rules, but it would be better if it was also in the results table.
As has always been the case, the GDS can only return fares with YR/YQ only if the rules of the surcharge are not flight dependent. If knowing the flight is required to know the surcharge amount, then the surcharge amount won't be added to the fare tariff since we don't price specific itineraries.
