The reason she said the latter is that had it been any other CSR, your license would have been treated as the preferred (dominant) ID and used instead of the passport.

The cashier had to type in info from the passport. I gave my DL for my address but she said if it was not her doing the transaction then I should bring in a utility bill with my address on it instead of my DL.
