I contacted them, they are not airside...
Unfortunately our hotel is on the 1st floor of terminal 1st outside the restricted area. So if you don't have visa I'm afraid you wouldn't stay at our hotel.

Sorry for inconvinient.
Im not sure they permit even 'slumming it' overnight in airside at NGO..anyone KNOW?


Edit: If I know Japan, there is ZERO 'flexibility' in their visa/quarantine rules...
