2 Pax, same record. One can’t check in due to “government regulations.”
Trying to figure this one out.

Husband and I are on same PNR flying from Mexico to the US. Both plat. Both in business. I checked in no prob and have my mobile boarding pass. But the process tells us that “due to government regulations, he must check in at the airport.”

Both are US citizens.
