I'm little confused about how to apply for EasyPass-RTP (US citizen/resident). I have a 6 hour layover in Munich later this year, and was hoping to do the interview/questionnaire by the Federal Police at the Munich enrollment center as mentioned here:

I can't find any place to sign-up. That site has a download area for the "application" / Questionnaire PDF and some brochures. The Questionnaire and Privacy Agreement PDF has an email address, but does not say anything about emailing the document - it is written in more of an informative disclosure way. So, I am not sure if I am suppose to email this or submit it somewhere? Also not sure if I need to call or email the Munich enrollment center to make an appointment?

Or, do I just randomly drop in on them when I show up in Munich and ask to enroll? <- this is the option it seems to imply. It's suppose to be a reciprocal program with Global Entry, which I have had for about a decade, and thus confused by the seemly lack of hoop-jumping.
