It would make sense to show regional starting options so that codeshares to partner hubs show up faster (for those who want them).
Yes, that does give me a clue as to what the cheaper options may be, although if the regional flights are abnormally expensive on those dates it can lead to a higher price than other options.
Ditto ITA Matrix. It can show me the cheapest flight-only deals from regional airports, assuming I enter the correct destination options and airline, etc. But if the cheapest flights are when hotels are expensive, it's another wild goosechase.
