I passed through SIN a few weeks ago. Airside transit desks are open but I can only see SQ counters at those desks. So if you have connection to SQ, you're in luck.
These could possibly also only be set up to support those travelling on single tickets, rather than multi-ticket journeys… I mean, that *is* the transfer desk’s regular function.
