Airlines can have benefits greater than the OW benefits to their own status holders and/or JV and/or other partner airline freq flyer with status. On the AS forum too many people over think the effect of OW membership.
OWS and OWE get "extra baggage allowance" "in accordance with the policies of the operating airline". That's from the AS site.
There is no AS policy restricting baggage on Saver fares. There is no equivalent of BA's "hand baggage only" fare.
There is nothing written, anywhere, that would suggest that OWS and OWE do not get at least one free bag on saver fares, but there is plenty (including on the AS site) that says that they do.
If there is an AS policy restricting checked bags on saver fares, please link to it.
