The Montreal Convention supplanted the Warsaw Convention a couple of decades ago. But, yes, UA’s liability is limited to that.

I believe UA has been giving a flat $1500, no receipts required, after the fourth day the bag’s been missing. At current rates, I believe that’s nearly exactly equivalent to the Montreal Convention limit.
