Mar do Inferno is fine, but a bit of a hike. The restaurant of the hotel Albatroz is a smooth operation with the very best views in Cascais: walk along the paredão, the (almost) sea-level pedestrian way on the other side of the rail tracks, passing the beaches, into town and you can't miss the Albatroz, standing on its own headland.

The Visconde de Luz is hidden in a small park in the very heart of the town. It has no view at all, so it gets largely ignored by visitors; but it is one of the steadiest high-quality restaurants in Cascais.

All three are expensive, at least in Portuguese terms - in any terms if you opt for crustaceans Cascais has tons of restaurants in more modest price brackets: the ones behind the hotel Baia, off Largo Luís Camões can be fun.
