There are lots of restaurants in cascais, around 20-30 min walk or a quick uber ride.
About 3 years ago we had a great meal at Mar do Inforno on Cascais. Also Cimas was pretty good. It is almost across the street from the hotel.
The rooms on floor 1 have no view because they're slightly lower than the garden/pool area just outside. If you're with small kids they're great however, because you can climb over your terrace fence (the kids can't, you have to carry them) and you're immediately in the pool area.
The view from the rooms on floor 2 isn't all that great.
View from floor 3 (same level as reception and restaurant) and higher is spectacular.
