Odds are it was "lost" in Toronto, in that it never made it to its connecting flight to Vancouver because Pearson airport is always a shitshow. And given enough time will show up in Vancouver (although there are multiple flights daily, so it really should have been delivered by now). My suggestion would be to keep hounding Air Canada and asking for status updates and an expanation, as it's very rare for luggage to truly be lost.

Also you probably should have consulted your CC insurance BEFORE making purchases. Some will cover reasonable replacement of goods, as judged by you. But some will cover only a fixed amount, enough to get a toothbrush and some fresh underwear but it much else.
