I am not absolutely sure but I believe all rooms have sea view.
There are lots of restaurants in cascais, around 20-30 min walk or a quick uber ride.
About 3 years ago we had a great meal at Mar do Inforno on Cascais. Also Cimas was pretty good. It is almost across the street from the hotel.
