Singapore Changi has a transfer desk for all major airlines (not the low cost)
Let’s say they will arrive in Singapore with ANA and then the have a different ticket to Bali with SIA or Garuda
they can go to the desk of the airline, in transit area, get the boarding pass for their next flight and tag their luggage to their final destination without ever get their luggage
so they don’t have to get out of transit into Singapore
In Jakarta they have to go through immigration because Bali is Indonesian, so the flight is domestic
According to Changi's website and several first hand reports here on FT, they have suspended the airside transit desks. If bags aren't checked through, one must enter Singapore to claim and recheck bags.
