While your interpretation of what is written looks correct, it would be more consistent with best practices for the Dec 21, 2022 is be referring ot purchased date not cancelling / FFC issue date. The 1-year has always been off of purchase and the two Dec dates are 1-year apart, Basically say on Dec 31, 2022 we will back to the standard 1-yr policy

But that is not what is written

You have the oddity that a Feb 2022 purchase ticket will expire in Dec 2023 if canceled before end of Dec 2022 and if cancelled a few days later in Jan 2023, expires 10 months earlier in Feb 2023. Makes no sense
