Is this how you kept the pricing at your quoted level? If so, what country choice has good pricing and a decent Euro roaming list?

I wish some of the Caribbean Islands would lighten up on their roaming rates for travelers. We go every year for a few weeks typically, and the T-Mobile data roaming is generally the best deal available, and although it's reliable and easy to obtain, it is not cheap compared to most of the Euro or other world carriers.

Edited to add: When you use the US package you purchased, did you happen to notice which carrier you were on? I diddled around a little on their website and found that the Germany plan was one of the cheapest for the "One Time" non expiring purchase, and also included the US in the roaming coverage. I may buy the 3Gb version for $9 if they roam on AT&T like the US plan indicates.
Yes, it appears the Netherlands prices have gone up. I didn't do anything special to get the price I got - just went to the same place you apparently went, but paid the lower price that was in effect at that time.

I don't know anything about whatever roaming they might have, as I was just going to the Netherlands on this trip.

The US carrier is AT&T.
