Generally speaking the answer is no. A very few retail outlets, notaby some (not all) McD's, do but unlike HK this is very much the exception, not the rule. The government (which decides everything that happens in Sg) is pushing for greater use of not ez-link, but NETS, essentially a local debit card system which is tied to your bank account and thus trackable.
