That is really a question for the SQ forum, what the rules are with SQ for checking luggage through on separate tickets.

But why not take SQ12, the same flight goes SIN NRT NRT LAX?

JL712 should align fine with JL62. 16:20 arrival, 17:20 departure. Of course on separate tickets, an hour is a bit risky. But JAL should be able to sell one ticket all the way.
