The VIP experience depended on how much you spent on the holiday, not on the number of nights away. The Double points bonus depended on you booking a Package through BA holidays including a minimum of 5 nights hotel accommodation or car hire, but the accommodation or car hire had to be for the entire duration of the holiday so the qualifying conditions were not the same. From what I recall, you could not qualify by adding hotel or car hire retrospectively to flights. The whole thing had to be booked through BA Holidays, presumably giving them some extra profit in return for their very generous double tier point offer.

Yes, it did have to be over £1,500 per person and min 5 nights.
But, looking at the T&Cs they sent in the VIP Departure Experience email there were other conditions about 'qualifying bookings' which look identical to the Double Tier offer.
The email says
2. A "Qualifying Booking" is a British Airways Holidays booking that meets all of the following criteria:
a) The booking must be for a British Airways Holidays Flight + Hotel or Flight + Car or Flight + Hotel + Car package booking and the hotel or car element of the booking must be booked for the duration of the trip;
b) The booking must be made before 22 March 2022 with the outward departure from London Heathrow Terminal 5 or Terminal 3 between 25 October 2021 and 31 March 2022 inclusive. Please note: Departures from 16 December 2022 to 6 January 2022 (inclusive) are excluded from this promotion;
c) Bookings must be made a minimum of 7 days before travel departure; Any amendments made to an eligible booking must be made a minimum 7 days before travel departure. Any amended booking must continue to meet the criteria, in order to remain eligible. Any previously ineligible booking where the amendment made now meets the criteria will remain ineligible unless the changes are made a minimum of 7 days before travel departure;
d) The holiday package must originate from the UK with the outbound departure from London Heathrow Terminal 5 or Terminal 3. Outward departures that originate with a connecting flight from a UK regional airport and leave the UK via London Heathrow Terminal 5 or Terminal 3 will also be included. This promotion is only valid for outbound departures from London Heathrow Terminal 5 or Terminal 3 travelling on flights operated by British Airways, other IAG airlines, code shares and oneworld® Alliance partners. Please note: Fast Track Security and Priority Boarding is only available for Eligible Participants for outward departures on flights operated by British Airways (see below for details);
e) The booking must be for a stay of 5 nights or more; and
f) The package price must be more than £1500 per person. There is no minimum number of passengers required.
g) Not valid for departures from 16 December 2022 to 6 January 2022 inclusive.
3. For the avoidance of doubt, this promotion does not apply to any flight only bookings made through British Airways without a hotel or car or where a hotel or car is added to a booking in a separate transaction.
The bits in bold are the same as Double Tier points T&Cs.
Therefore this gives me confidence I am entitled to the Double TPs, otherwise I wouldn't have been granted the VIP experience.
