I don't think this is covered by the ORC rules. The ORC rules specifically cover involuntarily routing from AS/partner to a non-partner. Invol reroute AS/partner to AS/partner means you just get the new routing's miles, or at least the terms don't seem to have an exception for this case.
That said, I did have success with an AS rerouting once or twice years ago.
