I think the higher rates at this hotel is to 1) try to recoup all the losses they had while offering limited service and 2) charge a rate similar to the other hotels that have better service in the area. Also its Grand Central - unaware tourists will choose this hotel for its location without reading the finer print of surprises
That makes sense too. I actually stayed here back in 2001 on a school trip. It's sad to read how it's gone downhill.
