The last time I was given a card by BA was when my luggage didn't make it to ORD. It was a $200 value Bank of America card with a single free cash withdrawal allowance (subsequent ATM withdrawals were charged for) and could be used both as an ATM card or in stores. Mine did come with a PIN but although the card was issued to me on a Saturday it couldn't be used until the following Monday. I took the $200 out in one go and that was that - but a PIN was definitely required at the ATM.
