but if they connected in Jakarata they must go through immigration???
Obviously the tickets will (almost certainly) be split- a stand alone ticket for the flight to DPS. This still allows them to check bags onwards at a transfer desk outside of immigration?

Singapore Changi has a transfer desk for all major airlines (not the low cost)
Let’s say they will arrive in Singapore with ANA and then the have a different ticket to Bali with SIA or Garuda
they can go to the desk of the airline, in transit area, get the boarding pass for their next flight and tag their luggage to their final destination without ever get their luggage
so they don’t have to get out of transit into Singapore
In Jakarta they have to go through immigration because Bali is Indonesian, so the flight is domestic
