It stops immediately--the computer in the WC shows the status and address location. If possible, I'd see if your friend can find an address in Asia to use for good, so he/she can keep the WC access, unless the mileage promos are more important.
To me, it's easy--I get plenty of miles as a Plat, so I don't need the promos. A good example of this is last week, when I volunteered off a flight at MSP and suddenly had 4 hours to wait, until my next flight. I was sure glad to have the WC access!
And anyway, the Japan promos are sometimes ok, along with some of the US promos, like partner stuff, which sometimes aren't limited to those with US addresses.
