Yes, but it might be a better option to buy a preferred seat (asiento LATAM+, those on the first rows or emergency exit) as those seats also include the carry-on.
I have an upcoming flight LIM-CUZ on BASIC fare and the 10kg carry-on would be an additional $10 (I ended up buying the emergency exit seat for $15).
