They're making it up, but not the first time there's been an issue getting late check-out for an upgraded suite. It does put the property in a difficult position, with late check-out preventing the next guest from timely checking-in. Often the property will offer to move you to a standard room day of departure, though some here don't think that's an appropriate ask for the property to make.
