They ought to add a line to clarify, like

would eliminate a lot of the confusion (i.e. people who are unfamiliar with the changes thinking that even domestic *requires* a global vs being immediately confirmable)

If you booked a year ago, that was under the old rules; the changes and new booking classes went into effect Feb 2022.
