Essentially the catering and soft product would all be sourced and handed over by BA and the crew onboard would’ve all been from IB. The water and snack in economy is a BA product. IB when operating their own flights only give out water for free on short-haul economy and rest is buy on board or pre-order delivery.

Your experience of the masks seems very much like what IB have been like throughout the pandemic which is why one of the other comments here insinuating IB crew didn’t care and/or weren’t wearing them seems rather odd.
When booking it said Iberia Express but appeared to have a BA number and no problems with seat selection though thought perhaps the IT issues had been sorted.

When I got to the gate they announced the flight was operated by BA on an Iberia aircraft. The crew checking passports and boarding passes (and telling people to put a mask in before boarding) were BA and I thought were as I got on however when I sat down, I noticed one of the flight attendants in the back was wearing an Iberia express uniform, the dresses are quite distinctive. Pilot was Spanish.

As you say water and snack (crisps) is BA offering but it seemed that the BOB was Iberia. I'd eaten in the lounge so just looked at the wifi out of curiosity so didn't test what was actually available I had the whole exit row to myself so not many people nearby but someone across the aisle was ordering drinks.

It was an odd mixture but I had been delayed and not landing till almost 2am, I was fed up but relieved it was still flying so not really focusing
