Viettel has a (somewhat not enforced) ID "requirement" which can be circumvented via a 3rd party. (Yes, I know it's risky, but have colleagues who've gotten away with it for years). Vietnamobile does not require ID, so it's like buying a prepaid SIM in the US or the UK from a grocery store.

Virginia Emery thanks for the advice, but I actually do require voice/SMS (and already have a working data-only SIM that work internationally).
