I'd check with the families hosting the wedding and ask for recommendations. I am fairly local and simply do not venture into the Inner Harbor area anymore. Years ago, the City of Baltimore did a great job of revitalizing the area. Unfortunately, the area has changed; not for the better.

Being a wedding, I think the only way that I'd stay in the area, would be at a property where a formal taxi cab was available to transport me to/from the wedding venue (not an Uber/Lyft) and also not venture out after dark.

If you are flying into BWI (I think you mentioned that you didn't have a car), there are some nice properties in the Columbia (not Jessup, Elkridge) that a ride would have you to the wedding venue within 20-30 minutes tops.
