I have one open line of credit, a mortgage, everything else I have paid off (car loan, student loans, etc). My balances to credit limits are a little high (35k limit, sometimes 8k balances) but I have always paid it in full and never had carried a balance. My other credit cards are 5 years old and 15 years old.

Are you sure of the exact words of reason #2? It would make more sense if they say you don't have a long credit history, or you already have enough credit from your existing cards.

I have large (relative) credit lines of 35K and 20k on my other cards. I would think that's a good thing though, not a bad one?

I always get rejected when applying for Chase cards however they always change their decision when I call the consideration line. Once I was rejected because of a "high balance compared to the credit line" which they were referring to the Amex plat. Amex plat always shows as 100% credit utilization for some reason because it doesn't have a credit limit.

I didn't know this "reconsideration line" existed! What were some of the questions that were asked of you? Can you share example answers (nothing personal obviously)?
