You
can do FQTV by pax/segment, but other than (pre-Amadeus) one agent who thought that was the only way to do it (which resulted in one segment not having a FQTV), every agent and every system I've seen has just done it by pax.
I've never seen a PNR with a different FQTV and FQTS, regardless of whether it's supported.
