The Lome stop is actually a traffic stop (so pax will embark and disembark), but if you've ever been to Lome airport you'll realise that you are probably better off sitting on the plane anyway. There is exactly one snack bar which sells packaged foods and reasonably decent sandwiches, but at peak times (such as when the US flights operate) it is horribly overcrowded. Transit passengers are not usually asked to disembark, but if you do want to do so they may allow you when heading eastbound (NOT on Westbound flights though). Ask the crew on arrival but be prepared for a rejection.
Dublin is purely a technical stop. The aircraft doesn't even park at the terminal and the only thing that happens is a fuel top-up and crew change. Total time on ground is usually less than an hour.
