(It's not device related. Same happens on my phone as laptop. It's not cookie related. Private window makes no difference.)
Then a minute or an hour or 6 hours later, it'll be fine again.
I have this problem all the time. Sadly, my only solution as you said is to wait for a couple of hours and try again.
