I am aware of the "special" floor 4 of the parking garage. I've never thought of it as "dedicated to short term parking"; rather, I've thought of it as "higher price for those unwilling to endure the 'inconvenience' of having to take an elevator or escalator to the 4th floor to access the skybridges to the terminal, regardless of length of stay."
