The person at the desk was busy and I said I was going to go call to get rebooked. I just think she didn’t much care

cancellation reasons are pretty new to delta and vague compared to United. But I assumed operational to be a crew or aircraft issue not weather.
If your flight was cancelled, you have the right to a refund, full stop. You may have to call Delta back, unfortunately, but you are absolutely owed a refund. If the next agent gives you an issue, just process a credit card chargeback and include the e-mail saying the flight was cancelled.
