Maybe some do see it as free money, however they only get the money if they are legally entitled to it so if they consider it free or just compensation for inconvenience it doesn't really matter
Lets not forget the many passengers who don't claim EC261 despite being entitled to it, and the many passengers who don't challenge BA's incorrect (deliberate?) refusal of EC261 claims.

I'm sure BA would have considered not operating certain flights and not sell them if it knew in advance which flights would be subject to material EC261 costs. Similarly, I'm sure passengers would not have booked and handed over money to BA in advance if they knew they would be inconvenienced to the extent they would be entitled to compensation!
