They ought to be able to make the change. Is your flight into DOH too late? Minimum connect time at DOH is 1h30 (although some airline agents will say 2h).

If the change doesn't result in a <2h connection, and you're able to find the award space on ba.com, I would call back and see if a different agent knows how to make the change. (That's just me, though.)
