I would just claim on travel insurance, if a sufficient amount of time has now elapsed that they will accept that the bag is lost.

If any receipts for necessary purchases were retained, these should be submitted to Air France for refund. 21 days after the bag was reported lost, you should also be able to claim something from AF regarding the loss, but it seems that perhaps the bag was never properly registered.

That's a weird ticket. Air France flies from both DUB and ORK to CDG (and Aer Lingus no longer serves CDG from the latter), so it is very, very unusual that you somehow ended up on an Aer Lingus flight on this sector. You also say that the bag was "short-tagged" - does this mean that these flights were not actually all sold on one ticket? If so, why was the bag not simply tagged through to the final destination? At which stage did you become aware that the bag was tagged only to Paris (and therefore presumably should have been retrieved from the carousel in CDG?)
