YQB is not listed on the pre-clearance locations on the CBP website. Regardless, you are flying to another Canadian airport first (I think) which means you wouldn't pre-clear at YQB even if it was an option there.

If you are flying YQB-YYZ-ORD (am I reading that correctly? If not, please correct me) then your YQB-YYZ leg would be a Canada domestic flight and you would clear US customs and immigration during your connection at YYZ.
