I've always been tempted in similar situations to attach the offending backpack to a grab rail on the bus / train / tube with a zip tie. One day I'll run out of patience and actually do it.
That is not a bad idea! I must confess to once having kicked someone’s bag across a bus when said person threw it directly on my feet with force….
