I don't think that's the case. I remember back when they sent me the chipped version of my Old Amex Blue, there was an insert saying you could either use the chip, swipe, or the account number could be entered manually via the cashier's numeric keypad.
More specifically, once in a blue moon my Old Amex Blue pops a 'Card Read Error' and I pull it out, wipe the chip with the edge of my shirt, then it works. Just the other day I got the 'Card Read Error', so I pulled it out to wipe it off, but the guy cashier said, just swipe it, so I did. It worked, and that was only after one 'Card Read Error'.
If you swipe a chip card first (without trying the chip) it will say card has to be inserted. The fact that it's a chip-enabled card is embedded in the magnetic strip.
