No. Greece has been mentioned, and prostitution there is legal provided the prostitutes are brothel-based as opposed to kerb-based. There are rules, regulations and restrictions (they aren't enforced very consistently, but at least they do exist!) governing their health,working conditions, etc...and there even is a specific entity much like a sexworkers' trade union!
