My no foreign exchange fee, no bank fee CapitalOne360 debit card shows the ATM fee breakdown in the online detail of the transaction.
Expats in Chile who use the Schwab debit card have reported the foreign ATM owner fee is credited and if not, it just takes a call to fix.
IME of 20+ years with both Plus and Cirrus cards, the real time xe.com rate is very close to the rate you get except on those large movement days.
