Absolutely. The last thing they want to do is discourage people from using E-ZPass right now. They're going to be short on toll collectors! So E-ZPass users pay $2 or the actual toll, whichever is less. Others have the possibility of paying too much under this scheme, though there are only a few places on the PA Turnpike these days where the toll between two points is less than $2. (Tolls went up earlier this year.) Most will get a relative bargain at $2 flat rate, excluding the fact that the Turnpike Commission shouldn't exist in the first place....
